Berlin is the third largest city in the European Union. The metropolis inhabited by almost four million people was divided into twelve administrative boroughs. The first written record concerning Berlin appeared at the beginning of the 13th century. In the 20th century Berlin became the symbol of political turbulences. It has been the capital of united Germany since 1991. The German government and parliament are housed there.
